FTP not connecting giving errors in CentOS

1) Check if selinux is disabled
# getenforce

If it shows enforcing, then selinux is restricting the service. Disable it with
# setenforce 1

To disable selinux permanently
# vi /etc/sysconfig/selinux
SELINUX=enforcing
change it to
SELINUX=disabled

2) Add this line in /etc/vsftpd/vsftpd.conf
chroot_local_user=YES
